NSA Ajit Doval participated in the 5th Regional Dialogue on Afghanistan held in Moscow
Participating in the 5th Multilateral Meeting of Secretaries of Security Councils and National Security Advisers on Afghanistan in Moscow, Russia on Wednesday, National Security Advisor Ajit Doval reiterated that India will never abandon the Afghan people in their time of need.
During the meeting, NSA Doval is learnt to have highlighted that Afghanistan is passing through a difficult phase. Given India's historical and special relationship with Afghanistan, the well-being and humanitarian needs of the people there is India’s foremost priority. According to sources, he emphasized that this would continue to guide India's approach on Afghanistan.
He also pointed out that India is and will remain an important stakeholder in Afghanistan. According to persons in the know of what transpired during the discussions, the Indian NSA said that the country always stood by the people of Afghanistan and would always support collective efforts to help Afghan people build a prosperous and vibrant nation once again.
India has been focussing on food security and ensuring medical supplies for the people of Afghanistan and has so far delivered 40,000 MT of wheat, 60 Tons of medicines, 500,000 Covid vaccines, winter clothing and 28 Tons of disaster relief. India’s humanitarian assistance programme is being monitored by a technical team that is stationed in Kabul.
Additionally, India has granted fresh scholarships to 2260 Afghan students including 300 Afghan girls during the past two years.
According to sources, NSA Doval also the following points:
1. An inclusive and representative dispensation is in the larger interest of Afghan society.
2. Terrorism has become a major threat in the region.
3. Dealing with Daesh and terror outfits like LeT and JeM requires intensified intelligence and security cooperation between respective States and its agencies.
4. India reaffirmed the importance of UNSCR 2593 (2021) that calls for terror outfits including those designated by UNSCR 1267 to be denied sanctuary in the region.
5. No country should be allowed to use Afghan territory to export terrorism and radicalisation. Natural resources of Afghanistan should be utilised first for welfare of people of Afghanistan.
Apart from the host country, India, Iran, Kazakhstan, Kyrgyzstan, China, Tajikistan, Turkmenistan and Uzbekistan were represented at the meeting. Various issues related to Afghanistan were discussed, including the security situation and humanitarian challenges facing Afghanistan.
The 3rd round of this Conference was held in New Delhi under the chairmanship of NSA Doval in November 2021. The 4th meeting was held in Dushanbe, Tajikistan in May 2022.
