2600 Bangladesh Civil Servants have already visited the National Centre for Good Governance since 2014
In a move that underscores the mutual trust between the two neighbours, India and Bangladesh have agreed to renew an existing agreement under which capacity building programmes will be conducted for 1500 Bangladeshi officers at India’s premier institution for good governance.
 
The programmes will be spread over a period of five years from 2025-2030, according to information shared by India’s Ministry of Personnel, Public Grievances & Pensions on Tuesday (April 30, 2024).
 
The two sides agreed to extend the existing Memorandum of Understanding (MoU) which covers training at the New Delhi-based National Council for Good Governance (NCGG) for the period till 2025 during a visit by a team of senior Indian officials to Bangladesh from April 28-30, 2024. The visit of the 4-member DARPG delegation came at the invitation of the Bangladesh Ministry of Public Administration with a focus on the mid-career capacity building programs in field administration for Bangladesh civil servants.
 
The Indian side was led by Secretary, Department of Administrative Reforms and Public Grievances (DARPG) V Srinivas. They held cordial and constructive discussions with senior officials of the Ministry of Public Administration, Bangladesh regarding renewal of the MoU between NCGG and the Bangladesh government for the period 2025-2030.
 
The National Centre for Good Governance (NCGG), India and the Bangladesh Ministry of Public Administration have collaborated for conducting capacity building programs for Bangladesh civil servants since 2014. Under the bilateral collaboration, 71 Capacity Building Programmes have been held and 2600 Bangladesh Civil Servants have visited the National Centre for Good Governance since 2014. For the year 2024-25, 12 mid-career capacity building programs including 2 programs for Deputy Commissioners have been planned to cover 400 Bangladesh civil service officers.
 
NCGG conducts capacity building programmes for middle management, senior management and faculty development covering New Paradigms of Governance like project management, public procurement, blue economy, and food processing.
 
In partnership with the Ministry of External Affairs (MEA), the institution has imparted training to civil servants of 17 countries so far - Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Ethiopia, Eretria, Vietnam, Nepal Bhutan, Myanmar and Cambodia. 

At the same time, NCGG is proactively expanding its capacity to accommodate a greater number of civil servants from an expanding list of countries. This is aimed at meeting the rising demand and ensuring that more nations can benefit from the expertise and resources offered by the NCGG.
